The study was implemented by the Railway Working Group, with representatives from Albania, Fyr Macedonia, Bulgaria, Turkey and Italy, under the coordination of Pan-European Corridor VIII Secretariat. Technical supervision was provided by Ferrovie dello Stato S.p.A.-Italian Railways.
